He was using his field work as the basis for a master’s thesis when, in 1988, he took the job at the Criminal Justice Center, which was offering no one a new start. Thomas so thoroughly embodied the city’s official venality that Nashvillians took to calling him Boss Hogg, for the character in the “Dukes of Hazzard” TV show. For years, he was investigated by the F.B.I. for diverting public funds to pay for personal expenses and for using county employees to staff, among other things, his private barbecues.
