He was using his field work as the basis for a master’s thesis when, in 1988, he took the job at the Criminal Justice Center, which was offering no one a new start. At the time, Nashville was known to the outside world as a harmlessly boisterous place with good music. The beau ideal of local graft was Hall’s boss, Fate Thomas, the Davidson County sheriff.
